DIGITALISATION AND THE VERTICAL DIVISION OF FEDERALISM: DO WE HAVE TO RETHINK FISCAL FEDERALISM?

Since the seminal works of Tiebout, Musgrave, Oates, Olson and other scholars, the theory of fiscal federalism is a fundamental element of Public Economics. It shows the superiority of multi-layer governance with a vertical division of tasks and revenues over centralist concepts of governance. As the theory was developed for an analogous world, the fundamental question is: Does it still hold for a digitalized world? What does local self-governance mean then? Do we have to re-think the division of tasks and revenues between local, regional and central government? These questions are addressed in the lecture and invites the audience to engage in a vivid academic debate about them.
