Academic Profile 

Dr Kamila Zarychta-Romanowska is a legal scholar and EU policy expert whose interdisciplinary work focuses on governance, institutional resilience and security cooperation across European regions, at the intersection of EU law, policing cooperation, crisis management, migration governance and emerging technologies.

She is a Research Fellow (adiunkt badawczy) at EUROREG – Centre for European Regional and Local Studies at the University of Warsaw and contributes to the international research project IMPRESS-U (Resilient Engineering for Public Value and Innovation).

For over a decade she served in the European Parliament as Senior Legal and Political Advisor, working on EU policies related to internal security, EU institutional law and governance, regional development, justice cooperation and external relations. She contributed to legislative processes and interinstitutional negotiations while cooperating with parliamentary committees including LIBE, SEDE, REGI, IMCO, ITRE and AFET.

Her research focuses on EU justice and security cooperation, policing interoperability, migration and border governance, crisis preparedness and the resilience of regions and critical infrastructure, particularly in the context of hybrid and technology-driven threats and evolving institutional governance frameworks in Europe.

She also specialises in strategic public procurement and compliance frameworks within EU, NATO and UN systems, particularly in the governance of complex public programmes and security-related projects, including cooperation with oversight institutions such as OLAF and the European Public Prosecutor’s Office (EPPO).

She serves as an expert evaluator for EU research programmes, including Horizon Europe.

She collaborates with international institutions including the IOM Migration Research Panel, IFIMES – International Institute for Middle East and Balkan Studies, the Higher School of Border Guard in Koszalin, the Center for Study and Education for Security (CSEB) at the University of Wrocław, the WIPO Arbitration and Mediation Center, the EITCI Quantum Standards Group and the NATO Maritime Security Centre of Excellence.

She regularly comments on EU and international law, NATO and European defence policy and global security challenges in international media including BBC Arabic, Al Jazeera, Al Arabiya and Al Qahera News.
