Academic Profile 

Jan Frankowski holds a PhD in social sciences (Institute of Philosophy and Sociology, Polish Academy of Sciences, 2023) and an MSc in spatial development (University of Warsaw, 2013). His research explores the intersections of urban and regional studies, energy transition, and housing, with particular focus on socio-spatial inequalities in access to energy services and the impacts of climate and energy policies on regions, cities, and households.

At the beginning of his research work, he served as an academic teacher at the University of Gdansk and as a field researcher in the ERC-funded project EVALUATE (Energy Vulnerability and Urban Transitions in Europe), led by Prof. Stefan Bouzarovski at the University of Manchester. He also gained practical experience in regional and local development by participating as an analyst, coordinator, and consultant in several dozen research, advisory, and evaluation projects for international organisations, ministries, municipalities, NGOs, and most Polish regional governments. During his doctoral studies, he published in leading urban, energy, and housing journals, and was awarded a scholarship by the Ministry of Science and Higher Education.

Jan also works at the Institute for Structural Research (IBS), where he has led the Polish-Czech ENBLOC project on adopting energy transition in housing cooperatives since 2022 and the pan-European LOCATEE (LIFE+) project since 2024, supporting cooperation between local governments and housing entities to promote retrofits, tackle domestic energy deprivation, and utilise registry data.
