Dr Tomasz Kupiec
Tomasz holds PhD in management science (2016) and MSc in economics (2004). He also completed postgraduate courses “Academy of Regional Development” (2006) and “Academy of Evaluation” (2009).
He worked for Marshal Office of Slaskie Voivodeship between 2004 and 2010. As a deputy director of Regional Development Department he was responsible for formulation, negotiation, and management of Regional Operational Programme 2007-13 under EU cohesion policy. He also established and was managing ROP evaluation unit.
Since 2010 Tomasz has been working as independent evaluator of public interventions and organizations. He participated as coordinator, leader, or team member in several dozens of research, evaluation and consultancy projects commissioned by: The Office of the Prime Minister, the Ministry of Regional Development, the Ministry of Science and Higher Education, the Ministry of Agriculture and Rural Development, the National Centre for Research and Development, the National Science Centre, the Foundation for Polish Science, most regional governments.
Tomasz has prepared and presented a number of papers at scientific and other conferences. He is the author and co-author of several dozen reports and publications in the field of evaluation of cohesion policy, determinants of evaluation use, performance of evaluation and monitoring systems, knowledge brokering as the theoretical basis for the operations of analytical units in public administration, strategic development management.
